New EU Arctic Strategy highlights the importance of resilient submarine connectivity and icebreaking capacity

Published on 20 October 2026, the European Commission’s new Arctic Strategy places greater emphasis on secure submarine connectivity, critical infrastructure and icebreaking capacity,

as key elements of strengthening resilience, security and international cooperation in the Arctic. Recognising the region’s growing strategic importance for digital connectivity, the strategy reinforces the need to develop new, secure digital routes through the Arctic and the supporting infrastructure required to sustain them.

Polar Connect welcomes this updated strategy, which highlights two closely connected priorities for our initiative: developing geographically diverse submarine cable routes and ensuring the operational capabilities required to work in the challenging Arctic environment.

Strengthening connectivity between Europe and Asia

Today, much of the digital connectivity between Europe and Asia depends on established routes through regions exposed to geopolitical and physical risks. Developing alternative, shorter routes is essential to improving the resilience of global communications infrastructure.

Polar Connect is working towards a new submarine fibre-optic cable system across the central Arctic Ocean, connecting Northern Europe and Japan.

By establishing a geographically distinct route, the initiative aims to strengthen global connectivity, improve resilience and support scientific cooperation in the Arctic.

The EU’s increased attention to Arctic submarine connectivity reflects the strategic importance of developing such alternative infrastructure.

Icebreaking capacity is essential

The addition of icebreaking capacity in the updated Arctic Strategy is particularly welcome, as developing infrastructure in the central Arctic Ocean presents unique logistical and technical challenges.

Access to capable research and icebreaking vessels is essential for surveying the seabed, collecting scientific data and supporting the planning, installation, maintenance and repair of submarine cable systems.

Given Europe’s limited polar-class vessel capacity, especially for year-round operations, strengthening icebreaking capabilities is critical to achieving the EU’s objectives for resilience, security, connectivity and a sustained presence in the Arctic. Polar Connect had called for the strategy to recognize a modern, environmentally responsible icebreaker fleet as a strategic investment priority for the EU and its Member States.

From strategic ambition to practical cooperation

Turning the EU’s Arctic ambitions into reality will require sustained investment, technical expertise and cooperation between governments, research organisations and infrastructure partners.

Polar Connect brings together expertise in digital infrastructure, Arctic research and international collaboration to explore the development of a new connectivity route across the central Arctic Ocean.

As Europe strengthens its focus on Arctic connectivity, Polar Connect aims to contribute to a more resilient and geographically diverse global communications network. Further reading: European Commission, A new strategy for the Arctic, 20 October 2026.
